OWWA’s Livelihood Program for OFW’s (LDPO)

livelihood for ofwLivelihood Development Program for Overseas Filipino Workers (OWWA-NLSF-LDPO) is a joint undertaking of OWWA and National Livelihood Support Fund (NLSF) to address the economic component of the OFW Reintegration Program. It is meant to further improve access to entrepreneurial development opportunities and credit facilities to OFWs, their families, and organizations. Possible enterprises include: (a) trading (general merchandise and buy and sell, etc.), (b) services (repair shops, restaurants, parlors, etc.), (c) manufacturing (meat/fruit processing, shoes, etc.) and (d) agri-business (tilapia culure, piggery, poultry, etc.).

The OWWA-NLSF LDPO (The Program) shall provide entrepreneurial development services and credit facilities to OFWs, their families, and organizations to improve their economic productivity and general welfare.

The OWWA-NLSF Livelihood Development Program currently has the Collateral Loan Window for individual and group borrowers

Acceptable Purposes of Loan
1. Working capital – for purchase of merchandise goods and/or raw materials
2. Business assets acquisition (except lot) – for purchase of machines/equipment
3. Business site construction or improvement

Eligible Borrowers
1. Member-OFWs and former member-OFWs
2. Their immediate family members (one family member per one OFW)
3. For married OFWs: spouses or children of legal age
4. For single OFWs: parents or siblings of legal age
5. OWWA LDPO beneficiaries with good repayment records
6. Legally organized groups of OFWs (partnerships / corporations, OFW organizations / associations / cooperatives & Federations)

Loan Packages

1.Collateral Loan Window

* Partnerships with less than five (5) members are entitled to a maximum of P 200,000.00 each member
* Service Fee = Four percent (4%)
* Facilitation Fee = Three percent (3%)
* Total interest rate per annum plus fees not to exceed 16%
Interest Rate: Prevailing market rate
Collateral: Promissory notes
Loan Utilization: Livelihood Projects

Loan Requirements

For Individual Borrowers

1. Proof of OWWA Contribution (passport with POEA-LAC stamp, information sheet from OWWA, POEA-attested Employment Certificate, or E-card)
2. Business Plan / Project Feasibility Study
3. Financial Statement in case of existing business
4. Business permit / license (pre-release condition)
5. Collateral papers (REM or chattel mortgage)

Additional Requirements if availee is an immediate family member:
1. Marriage Contract and consent (for married borrowers)
2. Birth Certificate and authorization (for single OFWs)

For Group Borrowers

1. Proof of OWWA Contribution at least among officers
2. Business Plan
3. Financial Statement in case of existing business
4. Collateral Papers / Ownership Titles
5. Promissory Note for Non-collateral Loan Window

Additional Requirements for group loan borrowers::
6. Registration with Securities and Exchange Commission (SEC) for partnerships & corporations; Cooperative Development Authority (CDA) for cooperatives; and Department of Labor and Employment (DOLE) for associations.
7. Basic organizational instruments:

1. Articles of Incorporation for corporations
2. Ratified group By-Laws or Mutually Agreed Term for partnerships
3. Articles of Incorporation for cooperatives
4. Constitution and By-laws for associations

8. Board resolution or group/partnership resolution specifying intent to undertake a group/partnership project or expand a group/partnership project using capital to be borrowed from the OWWA-NLSF-LDPO

Loan Application

Loan applications may be filed at all OWWA Regional Welfare Offices together with the following standard requirements:

1. Accomplished application form (with 2×2 picture)
2. Sketch and routes of residence and/or business site
3. Other requirements if applicable:

* Price quotation
* Bill of materials or building plan

Assets Acceptable as Collateral and Required Documents (For Collateral Loan Window)

1. Real Estate Property
unmortgaged with no delinquent realty tax and with appraised value of not less than the loanable amount.
a. Land title
– Transfer Certificate of Tiltle (TCT)
– Tax Declaration
– Current Realty Tax Payment Receipt
– Location Plan with Vicinity Map

b. Ancestral Land
– Tax Declaration
– Certificate of Non-delinquency

2. Chattel / motor vehicles / machines / equipment (brand new up to 3 years)
a. Motor Vehicle
– Certificate of Registration
Insurance Policy Coverage

b. Equipment/ Machine
– Official receipts

    LANDBANK AT OWWA NAKIKINABANG SA PERA NG OFW. KAILANGAN NG COLLATERAL NG LANDBANK PARA SA P2-BILLION OFW REINTEGRATION PROGRAM. NO COLLATERAL NO LOAN KAYA ISANG MALAKING SCAM NAMAN ITO NG LANDBANK AT OWWA.

Pangulong Aquino…..ano ang silbi ng sinasabi niyong ang mga OFW ang pangunahing bayani ng ating Bansa kng ang mga sangay ng Gobyerno kagaya ng lintek na OWWA na to eh di man makatulong sa mga maliliit na kagaya ko…aba eh sa Requirements pa lang ala na lkmi magawa ah..kaya nga kami mg lo loan dahil hirap kmi..wala kaming mga kayamanan (assets) na pweding I collateral)..
    Nong mg Owwa ako a yr ago..ang sabi di na daw masyadong mahirap ang pag lo loan ngayon…mata niyong lahat…ndi kayo nakakatulong.

  8. ganon talaga, pero maniwala ka pag kakilala nila o kamaganak ang mag loan dyan sa OWWA, mabilis pa sa alas kwatro.. ako nga nag apply 4 years na ako sa abroad, hindi ma approve kasi sandamakmak ang hinihinging requirements.. maiirita ka talaga eh, samantalang taung mga ofw nagpapasahod sa kanila.. magising sana kau mga employado ng OWWA.

Ang lalaki ng sweldo at dami ng Benipisyon ng mga Empleyado natatanggap pero ultimo ang mga OFW pinapahirapan nyo magkuha ng LOAN. yung ermatz ko 20 years naging OFW sa Abroad pero ni isang tulong wala ntanggap galing sa OWWA! Pota_MAre kayo! sumabog sana yan mga tiyan nyo sa sahod at benepisyo kinakamkam nyo! Tama nga sila, padadaanin kapa sa butas ng karayom bago ka ma approve at sa dami ng requirements mo mawawalan ka na ngg GANA magLOAN! walanghiya! OFW naman sana ang tinaguriang Bagong Bayani sa Moderno panahon pero sa tingin ko hindi bayani tingin nyo sa OFW kundi mga gatasan ng gobyerno at lalo na kayo tga OWWA! ma KARMA sana kayo at ng pamilya nyo! kung hindi dahil sa OFW matagal na nsa kangkungan ito bansa natin! Wlang HIYA!

    oo nga pala yan mga staff ng OWWA ang tataray kung sumagot sa telephone. parang kung sino eh pera ng OFW naman nagpapasweldo sa inyo! ayusin nyo ugali nyo para kayong kung sino eh tao lng kayo, nabubulok at namamatay din! kaya wag kayo mxado believe sa sarili nyo dahil kung maka entertain kayo sa tao lalo n yung humingi ng tulong eh DOWN to EARTH kayo! maKARMA sana kayo!

    I don’t know where you got your info about “non-collateral loan facility”. I went to an orientation about OWWA’s livelihood program for OFWs under LDPO. All of us, active and returning OFWs were disappointed to learn that collateral (real property–LAND or chattel-vehicles, etc.) is required. For land, it should be titled under the applicant’s name. This is funny. If most OFWs have parcel of land, they won’t have to make sacrifices working abroad.

      yes thats true, i am also surprised with the collateral land bank is asking, for a 300thousand loan, they are asking for a property worth 500t as a collateral, I also thought as explained in orientation and traing that this is (was) a non collateral loan
